The number of units lost is a random percent of your units. Whether or not you loose units is based on a formula that takes into account the difference of your spy and their anti spy action.
Generally, if you cannot see their army size, or treasury, you will loose units on a recon mission, but this is not always the case.

you make it too costly to use Gary! This galaxy has the worse spies ever imagined... they're no James Bond's like the spies in main SGW.
