How about instead of increasing CER, you decrease the penalty a bit for being over growth?

you can add a simple one
each person among top 250 gets a bank
higher the rank bigger the space in this bank
also space of this bank increases proportionally to the rank
if you are 250-100 it increases 1% a day
if 100 - 50 2% a day
and so on
in a case you drop out of 250 your dmu in bank is instantly transformed into LF
if you drop from top 100 your dmu isnt transformed just smaller bank actually means you can fill more dmu in it
also to avoid constantly transforming DMU to LF for those on the age of 250 you just make a time limit of one entire day outside of 250 before dmu is transformed
Giving that person a chance to get back in top 250

Since anything that makes it easier for the top ranked players to maintain their top ranks is out (logically, otherwise you would create a self-reinforcing position, i.e. unfair), how about something simple like Glory and Rep, without any use other than bragging.
Or a leader board with stats on who maintained rank 1 the longest, who has the highest average rank, things like that.. not sure if that is even possible (might need a 0-point somewhere in the future), but that might be a nice little gimmick without any game-related repercussions. Might create some more dynamics. (Also opens up the possibility of an Achievement "x days ranked in top 10", things like that..)

Every benefit would be self reinforcing, except that of dignity and reputation.
I suppose we could do gnr, someone mentioned it before, although I don't think anyone would really go for it unless they needed to. Which just for one achievement seems more one sided than the TOC increase.
The only things I would think work if adjusted to the right rates would be:

I like the APP generation the best. It will provide enough incentive to get to the top without taking things too out of balance considering things get expensive later on. Just means you get to upgrade things a hair faster by 1 at a time. Don't know how relevant my opinion is since it will be a year or 2 until I am mixed in there with the top guys.
