Do you use 15 non-transferable turns first or transferable turns first?
Say you have 1840 non-transferable turns and you have 1000 transferable. Will it use the 1k turns when you hit or start using the 1840 turns?

non-transferable turns will get used up first from what ive seen

Can you buy mercs in perg? and do they count towards your army size in there?

Yes, you can still buy mercs and they do count towards your army size.

Besides untrained mercenaries, they don't add to your army size.

when are ppl kicked out of perg? is it when they reach a certain amount about 27mil or is it when they are 60% of plague population?

IIRC you can't enter perg above 20% plague size and you will be kicked above 30%
