Generally you look at $$ rates for UU or Naq at the time. You have 2 different kinds of USS buyers/sellers. One groups sells for more profit knowing you dont have the $$ yourself, then there are those who sell for $$ just to reinvest into the game, not for personal profit. These people generally charge less, but are not very common.

Best indicater is the present $$ rates for your resources.
