personally I think proven cases should have a mark by their name.. but I guess many would just make new forum acc under different names

Maybe even go as far as not allowing them to see the market section... Doesn't solve the problem but atleast makes it tougher

That would be another way to stop them to mess around.
But they could still check as guests the thread posted. They couldn't make threads themselves though.
