I *THINK* the idea, as Jason said, was to force more units into covert.

This method FORCES more units into covert, since your spies are no longer (lets go lvl 36 vs lvl 42) 8x more powerful than the enemy, and are instead only 4x more powerful, requiring you to send 2x as many units as you would without the limiter.

Jason's idea causes units to be considered. That was the goal of the thread. Most of the suggested adjustments tend to make units less considered once again, compared to Jason's idea.

AC wont be abused. And this update for sabbing is an update against offensive activities. Not against defensive. If you want covert lvl 45, you can have it... but not for easy massing, but for keeping your defence and strike covered.
Covert lvl is not lower if someone ACs you. And such smart players with higher AC lvls to kill spyes throught defence were always around... in 2008 saw it first time on myself... so am not affraid of abusing AC lvls. It has been always abused in some meaning of word.
