4 Naquadah from each civilian unit.
8 Naquadah from each defensive military unit.
8 Naquadah from each offensive military unit.

Do Spys and Assassins factor in at all ? Just want to make sure they are not counted as civilians.

They currently do not count, no. They generate no income.
