The War Chest!

What do you guys think of adding an option to alliances that allows alliance members to contribute to a war chest?
The funds would only be allowed for use on training attackers, buying offensive weapons and training spies for sabbing missions, nothing else, no UP, covert levels etc.
also, once the naq is in, it stays in unless spent on the above so cannot be used as a bank.
