Why is spying someones plnets even though they literally have less than 100 covert units so difficult??

Planet spying is more difficult than finding out what stats and army makeup people have. You may have noticed some values show up more than others? This is because they are inherently easier to report for your spies. They can relatively easily gauge the values in the enemy stockpiles and arsenals, but planets are a (space)bridge too far.
