Remove the "range" from raiding

So at the moment when you raid you get approx 1% of the UU they have out
400k UU out .... 15 AT raid = 4k UU
However you will get something between approx 3600 and 4400.
This is just frustrating when I spend time searching for the best people to raid and I end up getting LESS than if I raiding someone with less UU.
Why not just leave it at exactly 1% ??...
