So it doesn't matter that they are under 40%.
Its a 1 side type of deal.
If you are over 40% of their GnR... hit and sab as much as you like.
If you are under 40% of their GnR... 5 hits per 24 hours, and no sabbing.
While your scenario has no issue, the under 40% scenario still had underlying issues... until now.

Covert phasing, by just spying them do it enough and you cant spy them any more, but as only done this on farm accounts couldn't check if could sab.
If u can sab then not so bad,
but ppl can have others phase them by just spying so u can not know what stats they have so u would b sabbing blind.

No, you can't.
I think what reborn experienced (I assume the "THIS IS NOT YOUR MISSION REPORT" message?) was him not having enough covert capacity to spy anyone.

No I wasn't.
I still had 80 covert turns. if u have a friend/ couple friends all spy same person, after a while u will then get a page saying
This report does not exist so u can not spy them any more.

That usually happens when a lot of sabbing is going on. Now that I think about it, yeah, just spying might do the trick, but you'll need like 100 spy reports before that happens

as said u can have 1/2 or muti friends just spying u all the time to phase u.
Shouldn't b like that and should just b from sabbing were there get phased.
Me and rob spotted this over a week ago, but held onto it till G&R was fixed, even though its just one sided fixed

It's completely fixed. The point of the GnR limit wasn't to punish the active players, to limit who they can mass and sab, the point was to protect them from people creating multies who are just snipers and sniping #1 accounts. Hence the upwards limit ("if you have more than 1000%") was completely unnecessary.
As for people creating multies, believe me, Arty will spot it if someone creates multies just to not be spied upon

Im trying to get at you can get yourself almost covert phased if not its very close to covert phased by just 2 ppl working together.
Or 2 ppl can covert phase 1 person with plenty of covert turns left over.
Each spies each other over and over again, now they cant spied.

they can not b spied as I said
I also said I not been able to try sab as was doing it on farms.

Not sure if its just me, but for the last 30 mins + my Command center page not loading. Just a white screen. all other pages work fine
