There are times it doesn't happen at :01 like it should
At times I have seen :05, :08, :10. Once I even saw :12.

That's normal, just depends on the server load at the time.

GameTime: Aug24 - 14:30.00 turn change didn't happen till 4 mins past almost 5.

Been keeping an eye on it over the last few TC's but haven't noticed any delays.
Unsure why that TC was late though :/

IF I remember correctly (and I am hungover atm, so take it with a bigger grain of salt), the occasional delay serves as an anti-lag measure. The game used to lag as crazy during some turn changes, so I think this was one of the measures to reduce the lag.
