Player with two accounts off vac mode?

id=51915 was put on vac mode by it's owner approx 4-6 months ago when id=37459 was purchased. Now both accounts are active. It could be one of those accounts has been sold/passed on, so i've waited a few days before reporting to see a name change or something to suggest there might be a new owner, which has not happened.
I would like to confirm this is not a single player breaking the rules.
