Depends on your ms techs and your workload settings, Both of these affect the efficiency of the mothership.

Of the 3 existing Lieutenants, Ras al Gul and Kilimanjaro will be sent back to level 8.

Bilbao Pan is the only true Lieutenant. This has been recorded.

need to check tech and covert lvl also as they may have go over lvl 8 limit

lvl 8 max is 27. I know I'm only 26 which is higher then eras past.

May want to check Kilimanjaro, I suspect he has gone over the allowed levels and tech levels too
