Fleets only fight planets or other fleets

Im sure this has been suggested before by me and others as part of bigger MS suggestions, but I dont think it has ever had a thread of it's own.

Basically as the title says, fleets to only fight planets or other fleets. MSs do not kill fleets, fleets do not add to attack/def of normal attacks/raids, and if you want to destroy someones fleet you have to build a fleet of your own.

A new battle calc would be needed, possible a combination of fleet lose and fleet damage.

Also a new tech level, Fleet Tech, each tech giving a better class of fighter craft

Possibly a new attack button called Fleet Engagement

Seriously though, yes the house issue is what prompted this, and this is a prime example of why admin should have forums discussions about updates to explore all options for fixing problems before implementing bad fixes/updates.
