so your saying like we can use 150 turn in 1 attack , . i disagree , thats why jason put the 6 attack per 2 second update so people couldnt get massed as quick ...

No, he wants to use less than 15 AT per single attack. (And the option to set that number to whatever he wants, between 3 (min) and 15 (max).)

if want custom at style go to the attack , attack then press "attack again" there you can enter any number you want (im sure you know this) ,

and why would a person not want to attack for max using quick attack?

bc 12 gives the same as 15 with war set and for massing 3,6,9, etc lot quicker.

Mostly to hinder script attacking, which was huge in prior to this update.

This would certainly make life easier on tablet and phone users. Mostly unnecessary for PC users since the tabs are more efficient, no? Switching in spaced out repair wep/MS repair tabs/Merc purchase tabs, etc.
