make it so a person taking a planet can not go on ppt for atleast 12hrs after removing a planet.

also planet can not be dumped within 24hrs of being taken.

Pretty sure that planets can no longer be dumped within 24 hours, And stolen planets can be retrieved by the original owner anyway ppt or not.
