determination - always do *some* damage in sab or attack

This is a suggestion for improving game play.

Currently a player who has only double the military resources can completely dominate a smaller player. In reality even a small military can do *some* damage and repeated persistent attacks guerrilla style can dissuade a much larger but less determined foe.

I suggest factoring in determination by always allowing a certain minimum damage to be done by any attack or sab. It can be small, but the idea is that a player who spends a whole day exhausting all their turns attacking a superior player can at least make a dent and get that player to stand off.

An alternate method of having a similar effect would be to add a factor to defense calculations that considers resources and production. In other words, the smaller a military gets relative to a realms military experience the harder it is to completely obliterate them. The idea is that as inexperienced troops get thinned out an empire is left with more highly trained and experienced units.
