Hello. I tried to attack somebody earlier, and could not succeed due to him being under the Protected Planets treaty. What does this mean?

PPt applies in three conditions It could be that the player is in vaction mode which brings up the ppt message , or that they are new since this is a form of newbie protection they can't be attaked till the make thier frist spy or attck on someone , or it could mean that they reacently doanted .
