does god questing work like a normal spy?

i mean on this players main page next to their army size/dmu it has question marks thus pointing out that my covert isnt high enough for normal recon (although ranked 27)
but does god questing work the same as in high probability your spies will get killed if you cant see their army size/dmu on there main page?

any help appreciated

p.s, if anyone wants to god quest them for me i'll pay you in naq or uu in main

You can spy them with a much smaller covert Even if you see ???? You can still spy all stats in ascended.

you can recon them still.
yes god quest works to the ratios as spy i believe... but its not like main. you can spy someone with only a couple hundred mil planets trained in spies even if they have billions trained and all you see is ???.
if you send 1bil+ planets on a recon or god quest, you will have a 100% success rate on that mission, no matter who you spy or how much covert they have trained.

example below, i just spied rank 1 with 500m planets
