Is 500B naq the max you can take per 15AT?

It is dependent on the Army Size of the person you are attacking. If they have a low Army Size (not sure the actual thresholds) you can only take 500bil per 12 ATs used per war since 12 ATs still takes the full amount of naq. At higher Army Sizes the amount you can take per hit goes up. So if you can only take 500bil per hit that is why.

don't use 12 ATs since the new update. it will only work on a war/war setting I believe now. Even with war/neutral for farming you will get between 90-100% of the naq per 15 ATs used with the new update. So use 15ATs

3 turn is max, but it depends on the cache size. The turns were introduce as a method of slowing down attacks, from 15 to 5, for the benefit of those A farming with bot's and B M.S attacking.

12 will still give you the range for a 100% yield, but you sometimes only get 83%.
