Looks like buying an MS when you have -1 gets you to 1; so -1 MS is treated as 0 MS (as it should).
The origin of the -1 in the first place needs some investigation, at this point.. so:

Could you attack again, RaisDead? You now have 0 MS.

So yes, at 0 MS, you do attack and lose an MS, which puts you to -1, at which point you lose nothing when attacking (since you do not do any damage, though, you only lose ATs).

Minor bug but still...

If attacking with zero motherships in the fleet this happens

Motherships in fleet: -1
Total Carrying Capacity: -200 (1 MS = 1000 capacity = 100 military units OR 100,000 conquered Naquadah, times 2.00 from techs.)
Total Mothership offense capacity: -120,000
Total Mothership defensive capacity: -96,000

This has not yet been fixed. Apologies, with the end of Quantum and BloodWar in Main some time was directed at that; and it is a relatively minor bug -> but a bug nonetheless and in need of a fix.
