increasing the cap would bring new players into reach of seasoned players faster too.. remember the 5x rule also applies in reverse..

The cap is at 3 bill already, so they can take up to 15 bill planet sizes. That's the majority of seasoned players as it is. Anymore will pretty much just be helping them.

The cap will be raised to 5 bill sometime soon (probably tomorrow).
