i looked at logs on this and verdict is:
the 2 accounts were playing as 1. therefore one stoped as multi, other lost some cov/anticov levels as compensation.

2 accounts at the same location cannot play as 1 person would, as that is multi behaviour.
2 accounts can play at same location, but not as a single entity, which this was doing.

Please note that rule, as it is sometimes a grey area, but not in this case.
