This is a long post, don't read if you're not interested
This has come up a few times, on the 'longrange' ideas, and its a good one
Ideally, we would have 2 'sets' of achievements.
1 personal, in a tutorial like style, focusing on each players personal development
Main reward for these would be prestiege (fancy titles), and probably personal AT.
2 the 'infinite' achievements, designed more for competition between players and alliances.
Personal Achievements :
[spoiler]Number of ascensions is hard to pin down, for those that remain at lg+1, AG, etc., with huge raw up.
Always going to be controversial. Some people like to specialise (i.e only kill ms, or sab or whatever, and yet a 'balanced' set of achievements will require you to do it all
To prevent those with huge m.exp already from instantly getting max achievement, would suggest kill/loss/naq steal requirements start as you enter that tier, rather than counting from lifetime.
Some ideas for 'newbie' tiers (learning mechanics)
Do a successful spy mission of another player.
Do a successful attack for naq
Do a successful raid for uu
Use a market turn
Armysize ( 10mil? then increasing per tier)
Increase Unit Production (baring in mind ascension minimums)
Successfully conquer a planet (after 30 days, so not 1st tier)
Successful sabotage
Successful Lifer Suicide
Buy a mercenary unit
Join a commander (or be your own commander)
Join an alliance (or create your own)
Change relation setting with another play (i.e war to neutral, neutral to peace)
Some ideas for 'early' tiers (growth & ascensions)
Attain stats. 500bil att / 500bil defence / 2t covert (promote balance setups, not the 0 spies you see in rankings) etc
Increase MS, 250bil, 500bil, 1T total etc
Farm ~ 50tril, 100tril etc
Raid ~ 100mil
Use 100k AT
Have ascended at least once
Reach 10 planets at one time
Some ideas for 'middle' tiers (growth & sparring) - focus here, more on what you built, than what you have killed
Attain covert 36 / ac 35
Farm 1 quad
Reach (or already be over) 500mil army ( raid cap)
Lose 100mil def units
Lose 50mil spies
Lose 50mil att units
Lose 100k MS shields + weapons
Lose 50k MS fleets
Lose 1 planet
Have 50k AT used on you
Enter at least 1 blood war
Some ideas for 'late & future tiers' ( growth & war )
Farm 2,5,10 quads
Kill 2, 5, 10 bil def units
Kill 1b, 2b, 5b spies
Kill 500m, 1bil, 2bil att units
Kill AC units 100, 250, 500
Kill 50, 100, 250 million MS shields
Kill x weapon points
Won 1, 3, 5 bloodwars
Use 2, 5, 10 million AT
Have 250k, 500k, 1million AT used on you
Could also put in Lose, for equal numbers on each unit type[/spoiler]
'Infinite', repeating achievements i.e Seasons
[spoiler]Personally I think weekly/monthly server wide achievements is going to be too pressurized.
My suggestion would be 6 monthly 'seasons' ( Season of Fame, Season of Blood, Season of Wealth, etc ) So you'd get 2 per year. This could also work per year, if you think a 6monthly reset is too often.
Ideally, the achievements during each season, would rotate due to the current theme, both to keep variety, and stop people 'stocking up' before resets.
Some suggestions on the types of things that could go on :
Most kills by 1 alliance
Most naq farmed by 1 alliance
Most uu raided by 1 alliance
Most bloodwars won by 1 alliance
Most planets taken by 1 alliance
For alliance totals, would suggest you did naq farmed / members = score, to keep it more about achievement and less about who has the biggest amount of members. A small active alliance, would likely score better than a large one with many inactives.
Would also mean anyone wanting to have a serious go at competing, would need to remain statically in 1 alliance the whole time. No dropping tags to farm their house, having a tour elsewhere to participate in a war etc. Sucks for those that accidentally leave (or get booted), but too exploitable by adding members last minute otherwise.

Most uu raided by 1 player
Most planets taken by 1 player
As for rewards. Personal AT + Fancy title for every alliance member older than 3months (i.e. has been in the alliance 50% of season length)
For the solo player, Fancy title / special name colour + planet. Maybe the choice of a dual off the BM, or some new planet thats not OP.[/spoiler]
