The most rational posting I've seen on this topic was from blahh:

and that is to be used for more reguar customers and larger quantity discounts...
Current "official black market prices":
$125 for 1T naq
$83 for 1M UUs
$100 for 60K ATs
But wait! If I'm buying from the "official black market", and I want naq, how would I buy it? ATs sell for 30 million naq or 52 UUs a piece in the forums.
So if I spent $100 to buy ATs and sold them for 30 million naq each, I would get 1.8T naq!
Or I could spend $100 on ATs and sell them for 50 UUs each and end up with 3M UUs!
As a buyer looking for naq, I can buy 1.8T for $100, or $55 per 1T.
As a buyer looking for UUs, I can buy 3M for $100, or $33 per M.
That's the price that sellers have to compete with. If we went with blahhh's suggestion that the min should be 1/2 of the "official black market rates", then the minimum for naq should be $28 per 1T and the minimum for UUs should be $17 per 1M.
Current black market rates are just undercutting the "official black market" rates by a little bit. Instead of $55 for 1T naq, you can get it for around $50 or less. Instead of $33 for 1M UUs, you can get it for $20.
If you want prices to rise, you'll have to start massing the admins.
