It's not about someone remembering you, it's about proving who you say you are.

For instance, I could make a new account as say my old account was Haz's and I wanted back into it. They can't just believe I'm Haz and give me the details to it. They would need to make sure I was who I said I was.

Well I'm sure that wont be a problem.

It's not the remembering that Rudy means; it's knowing you are who you say you are.
I personally don't like such a somewhat paranoid approach, Haz knows what he is doing though.
