Change to USS *Balance Notification

had a quick chat with Julliette about the problem regarding overpowered USSs this era.
She has made a slight alteration, lowering the highest ascension level granted for free by a USS.
It has been lowered from level 8, to level 6.
While still being a powerful tool, this should limit it to an early game advantage, which (hopefully) can be overcome by everyone else later in the era.
To bring it into perspective.. that lowers the UUs you can save by 8 million. Hopefully that will be enough to maintain competition.
