Error in army size computation affecting transfers.

So- went to buy 1 mil UU from this guy.

My total army size:
Total Fighting Force 110,261,230

The error message he gets when trying to send 1 mil UU:
You fold to pressure from the galactic council in not providing this galaxy any more units since it has amassed so many that the galactic council considers it a threat to all galactic life to assist it to grow more. The maximum the council allows before stopping direct giving or trading of units is 112,328,767

so... how does 1 mil put me over 112? Can someone please fix this bug!
