Failed spy operations

I was wondering what is the loss on a failed spy and what is the loss on a failed sabbotage?

I knew that it is 50% on a failed sabb... what about a failed recon?

Lately i got many recons repelled and i want to know if those who failed lost enough or i have to create some surplus loses in their systems:

*noob2* recon Repelled 3,584,394 details
