Self Commander/No Commander Issue with Naq SS bonus

After forum adjusted the SS bonuses to keep people from taking CO's then using them, I noticed a bug popped up, unsurprisingly...

Self and no commander are no longer taken into account for your naq and UU bonuses, so it's just plain giving a lower amount than it should. I should be getting with 110 mil a turn income about 5.3 naq, but it's only giving 4.8b. I'm going to double check but I'm pretty sure UU will be the same deal. This should be fixed.
