It's not down. The game delays every day between 03:11 and 03:21.
It's been reported in the Bugs section.

Not sure why, maybe it's a process that takes place at that particular time now, like a back up maybe?

i have the same problem here in norway, my timezone is gmt+1.
i hope that they put us on ppt because i havent had access to sgw since i woke up so i have alot of naq out.
