by unique ID#'s, I mean the ones that show up in your stats page link, as in the xxxxxxx in http://www.stargatewars.com/stats.php?id=xxxxxxx.

by rotate, i mean, does your number ever change for any reason, and if accounts are deleted, are their numbers taken by new players?

not unless the "higher powers" wish to change your id.

and i'm not sure about the second question...

my guess is that it would probably stay the same. Given the fact that you can change your username at any time, i find it suprising they would also make the userid changeable, since that would be the only thing that can really identify you.

I'm guessing it would never change. But I do think they recycle. I say that because some my friends who I got into the game have ID's lower than mine. They must have gotten dead accounts' ID numbers.
