Problem with Recon

Everytime I recon someone with ????? in physical presence I get the 1/5 or 5x message yet I can still attack them.

Im pretty sure I can hit anyone above me unless someone has gone over 20 bil planets.

EDIT: I train up to farm and untrain when Im done. I left them trained after the turn change and can now recon those who I could not.

The same happened to me, except it didn't work after turn change either
