Selling UU question?

I have a question, say my army size is 300m, am I able to sell UU for naq or turns? But just not able to buy UU for naq?

Yes you can sell UU at any size (as long as you have full suporter status). You just can not recieve UU from other players over 225million army.
The trade broker reports trade from Surtr to *Teesdale_ of 100,000,000 Naq for 33,000,000,000,000 Naq is complete.
