Inciting a riot against a person by referring to issues regarding the person out of context (i.e. off-topic) is considered personal abuse and will receive a warning.

So is this in the actual rules or is this your opinion ? i have looked through the rules and cant find a reference to "inciting riots" , IMO it is your interpretation of the rules that ties "inciting riots" to personal abuse !
