sorry have to say bad idea, since it ultimatly lead to building 1 weapon and leeching on some1 else's attack.
If no1 suffers dmg or when A attacks and has only 1 weapon who is gonna take the dmg ?
So if i understand correctly say i got 10 bil att someone else has a treaty with me he attacks someone if i log on i see xxx amount of units gone hence maybe even the dmg on my weapons gone to 100% and i start losing weapons even IF i have to be online imho i think its still a bad idea.

ok thats valid, BUT if u have a pact with a guy with 1 wep then (a) he is a idiot and will have a crappy rank!!!
and (b) u can just cancell it, and in the first place y would u agree to a treaty with a player with 1 wep.
Maybe u could introduce some kind of limit, like for a pact to occur each member must have a certain attack/ def stat!
