Yes, there are 9 people with level 39's in the game, no one has 40, though I do have NAQ to buy 40 but I have account for sale instead..

There are only certain accounts I needed to see in order to know there are no level 40s. I had rank 3 covert so I spied them all :P

For the record, part of what I used to do every month was spy the majority of the top alliances in the game to see how TAF was stacking up in levels and power...that was mostly because I'm OCD, but meh...I'm the mathlord :P
