If more than 20 percent of one alliance attacks another, all the attackers are automatically placed on a war setting, and once the defenders retaliate, so are they. Then both alliances remain on war settings until a mutually agreed end of the war where both alliance leaders click a button ingame signalling the end of the war.
Would be fun that everything is vulnerable, it might shorten wars and a few other things that have just slipped my mind right now.
And unrelated all non Unknown accounts ascending minimum time should ATLEAST be reduced to 1 week per ascension if not less, or if they are willing to pay the price through resources, even quicker ascending. After all who wants to join a game and wait a year before they even get to a level where they can challenge?

Who's to say that an alliance could refuse ever ending a war, and uses the war/war settings to sit on another alliance for all time?
Yes this would make some wars shorter...but as long as war/war is such a powerful weapon that when used by huge accounts can wipe the floor of lower levels in pretty short order, all this does is eliminate the ability for most of the game base to compete.
Another interesting question...my big alliance starts farming your small alliance...we all give you war settings...then any of your alliance that attacks back trying to defend their alliance's honor (even if it's just a naq attack) will get eternal war settings. Then your small alliance is stuck until my big alliance decides to give you a reprieve.
This doesn't even go into the coding issues and chances for bugs when we're all trying to log the number of attacks made by each alliance on every other alliance by different members.
