Ascended spying question
How is the ability to see planets and resources out before reconing decided on the ascended server? I noticed yesterday, after I had built a top 5 covert action in ascended of 1.7x1015, that races with less than a fifth of the covert action were still completely blurred.. ?

it's like 15x for military trained and 5x for total p count and 3x for DMU, relative to a users covert, to see them.
