Humm, sounds like a fair point, I agree there is no need to repay if no DRA was in effect but I am unsure of the exact timing (around the 26th-28th onwards?). I have a post somwhere I made when I was aware the DRA was voided 48hr previous. This was on the same day an OE member told me there was no DRA when I asked why the hits (hense the post). But this was a few days after I received no replys from requests to repay under the dra but I also had a reply saying "No prob...all hits well within our DRA " from one person in between these events. (see, a bit confusing to work out).
As I am unsure I strike that claim from my little story just to be sure.
Update: I checked, I sent a PM on the 28th last month complaining about 5 hits in 5 days from one OE member, 1 of which was under the DRA so I was being farmed by OE from the 23rd onwards. I did not get repaid when asked, they did not stop farming me. When exactly did the DRA get voided then, just to be exact about it?
Point in case though - If I was aware there was no DRA at the time I would have most likely massed every single person who hit as that is what I like to do. (I did not attack as war was on the way, you know, start date and all, not supposed to hit before ect ect.)
Update2: Lol, I also re-read the emailes to Marshal after my little "ascended arena" incident where I massed peeps on ascended for hitting me in the arena - that was a bit expensive paying all those peeps back but really rofl
