i logged back in after tourniment end and my cs is still destroyed is that right ?

I have started to repair it then though this does not seem right

yes.
Your CS is a physical object, you take it in and out of the arenas, if it gets beat up in there it is the same when you get out, if you go in with a fully built CS you will start with a fully built CS.
