Beyond that, you do not have enough troops loyal to you to ensure compliance to your orders.

You can have a maximum of 22,862,544 Trained Mercs.

cant even buy 1 merc and have loads of naq. just get

look at what kind of merc you are buying also

thats the total limit of mercs, but you can't for example have 300 mill defenders, 0 attackers, and buy attack mercs, you can only buy def mercs then

so maybe whatever kind of merc you are trying to buy you are maxed out of atm
