24 isn't that much in the scheme of things. Though really, you can probably get by with 21/22 just fine. As long as you don't tick anyone off.

i have enough naq atm to buy up to spy lvl 25 but thats for wen i ascend for the 6th time i think the highest is 29 people could get higher but they spend there naq on other things

Well you could get by on 21, though if you are going big on covert, 23-24 is a must.

Personally I am at 24, and im looking for some nice raids, so i can make some naq, and get 25. Though that is after i get somone a 21, and go half on 22.

21 is plenty... with 200k spies, its the best for ascend...
