What does this mean?

I was going to explore for a new planet, but this message was where the explore option usually is:

'You have the maximum of 10 planets. You will need to abandon one to explore or fight for more.'

Ok, I understand that I can't explore, but if I fight for more, can I exceed ten planets?

That might be so, IF i was a newbie. I was just asking for clarification on the message. By the way it was worded, I assumed that you could get more planets.
