When u make this user my commander do they have a choice or something?

Commanders have several options when dealing with officers:

The first,
They can choose to be accepting, or blocking new officers.
If they are accepting new officers, you will join up.

At that point, the commander selects how much of his income you will get.
The default is 15%, but a commander can give up to 30% of his income.
That 30% is then divided up between the officers.

The commander can also kick an officer at any time.

he also gains a % of your up depending on his naq distribution %

he will get half the given income percentage of officers total UP
So when the Co gives 30% he/she will get 15% of the officers total UP
Just to be exact:)

And just to be absolutely clear:
You don't 'lose' any UP, the commander just gets a bonus.
