Yes, the amount of people you use to attack the enemy does not make a difference on how much money you get, however if they are all armed they will boost your covert action which may mean that more enemies get killed and more damage is done.
You can get more naquadah if you 'declare war' on the enemy, although you may lose more men in battle or if you attack and beat players with higher ranks than you, the higher their rank the higher the percentage of the money on them you should get.
