I propose the following. And this may prove to be unpopular but hear me out because I believe it may reduce multiple accounts. I propose that a new validation system be introduced that requires the user to make a $1 verification fee via paypal to confirm that the account is theirs. seeing as paypal accounts by and large can only have 1 bank account/card per paypal account anyway, this by its very nature prevents multis from having multiple accounts. In theory. In addition to this, a programme should be introduced that randomly selects accounts to be verified via email activation - these accounts should be frozen (via ppt or automatic vacation) until verified.
I realise this is a pain in the bum, but doing it this way I believe will reduce the need for the current login reason and would clear space off the server.
A solution

WHAT! I understand the reasoning behind it, but this is ridiculous!

Currently ingame known as BenMS
Goblin: "I like your boots."
Sorcerer: "That's because you don't have any. The emotion is called envy."

Pretty much whats used for buying full SS.
Itd be annoying for those w/o paypal........ but itd deffinatly make multing harder, much harder.
It would also make the game unavailable to those unwilling or unable to get a paypal account. For one, anyone under 18 can't get a paypal account (at least that's what the dutch paypal site says). Now that's not a problem for me, but I am pretty sure a lot of kids would be very very upset when daddy says no to getting a paypal account just so they can play SGW. So, I'd say this is a very bad idea.

As soon as you build an idiot proof system, somebody else builds a better idiot.
If it moves, kill it. If it doesn't move, kick it until it does move, and then kill it.

Does school teach you people to read any more?
Part two reads:

I'm talking about new account signups for paypal, and even in this case, there's no reason why a parent couldn't be asked to validate an account on their kids behalf. Existing accounts would be subject to random verification.

Well, IIRC there are quite a few sites with age restrctions, and if you're under X age, you cant register (without lying)
An example, fourms. I know a few other boards that make you enter your Bday in, if its under 13 or whatever you have to 'get parrental premission'
And this method would bring in QUITE a housecleaning too.

But what would stop them from lying. They(multis) are allready doing that.

Because, they would be unlikley to make up credit cards with differnt names and multiple bank accounts for multiple paypals JUST to multi this game.

this days we have 2 problems for Multis!
-they sending resouces to the owner. (need SS)
-they stealing planets.
so i propose MAKE u NEDD SS to stole PLANETS, and we keep reporting acounts only for steal planets in the foruns, So even if some1 pay the SS for steal planets, as soon he stole and be reported, the GAMEMOD will check, if is a MULTI, BAN the acount. that will kill 90% of the multis.
PS: the non SS acounts, still be permited LOOK for planets in the cosmos, ONLY steal is forbiden!

I'll add that nothing stops you from having any amount of Paypal accounts, and that one can have up to two (one business and one personal OR premium), according to the rules set forth by Paypal.

= Reality =
There are three realities.
There's perceived reality, which is subjective.
There's actual reality, which is what actually exists.
And then there's me.
