Well... take the number of spies that the enemy has, divide it by two for ever spy level lower they are than you.
Of course I'm replicator and have a major bonus, so I ahve lots of room for error
.
Sources of error: alert levels, race (Goa'ulds have a 10% decrease to covert skill, replicators have a significant increase PLUS another 25% increase for covert missions). Another obvious source of error is incapability to do math.

LV 0 = 1 Per Spy
LV 1 = 2 Per Spy
LV 2 = 4 Per Spy
LV 3 = 8 Per Spy
LV 4 = 16 Per Spy
and so on....
Multiplied by the number of Covert Operatives you have... I.E,
LV 17 Covert Skill x 10,000 operatives = 262,144 x 10,000 = 2,621,440,000 or 2.62bn shortened.
Always look for the player in question on the rankings, if you don't see question marks, that's a pretty good indication that you can successfully spy on them.
(EDIT - Include the 25% BONUS for replicators where applicable)
