How many spys are enough? I sure hate to waste time hireing them if they really r doin no good for me. I am Asgard, spy lvl 15, How high does spy lvls go?

spy levels go as high as you can afford them, in short, unlimited.

but there is a point where most people can't afford the next spy lvl, and then they just buy spies. til they are able to build up enough to get it. personally i don't think training spies will ever be a waste of time...
